Is Online Casino Gambling Legal in Finland Right Now?
Legal, but only through one operator, and that operator is still Veikkaus.
Mainland Finland runs under the Lotteries Act (Arpajaislaki) today. Under that law, Veikkaus Oy holds the exclusive right to organise gambling in the country. That covers online slots, online casino games, sports and horse betting, and online money bingo. That’s the current, live legal reality on this article’s publish date, not a description of a system that’s already gone.
What’s changed is that this exclusivity now has an expiry date. Parliament has passed a new Gambling Act, and the President has signed it. Companies are now lining up to apply for licences. But “lining up” isn’t “competing.” No licence issued under the new Act has legal effect yet. No company besides Veikkaus can lawfully run an online casino, betting site, or bingo product aimed at Finnish players today. You might see a site in August 2026 claiming to be a “newly licensed Finnish casino.” That claim doesn’t hold up. Treat it with real suspicion.
We checked this directly against the National Police Board’s own gambling page on the day we published this guide. In its own words, it confirms that gambling in mainland Finland remains subject to the Lotteries Act. Veikkaus’s exclusive right stays intact until the end of June 2027. The Veikkaus Monopoly-to-Licensing Reform: Full Timeline
16 December 2025 — Parliament approves the new Gambling Act.
16 January 2026 — The President signs it into law.
1 March 2026 — Licence applications open. Applicants submit them to the National Police Board (Poliisihallitus) for a €29,000 processing fee. Processing typically takes around six months.
Mid-2026 — Applications pile up: the National Police Board confirmed around 50 applications by mid-2026, mostly foreign operators positioning for July 2027. That’s the most recent public figure available as of this guide’s publish date.
29 August 2026 (today) — The National Police Board is still processing applications. Veikkaus’s monopoly remains fully in force. No competing licence is active.
30 June 2027 — The National Police Board’s authority over this transition ends.
1 July 2027 — The licensed market opens. Licensed operators can legally offer betting, online casino, online slots, and money bingo. Licensing and supervision pass to the Finnish Supervisory Agency (Lupa- ja valvontavirasto). That’s the agency’s own official English name, confirmed on its own website. It’s worth knowing this agency isn’t new. It already exists and has run other regulatory areas since January 2026. Gambling is simply the mandate it picks up from 1 July 2027.

What Happens to Veikkaus?
Veikkaus isn’t breaking apart — it’s losing one specific slice of its business.
Keeps, indefinitely: lottery games, scratch cards, and all land-based slot machines and casino games. Not part of this reform at all.
Loses exclusivity over, from 1 July 2027: betting games, online slots, online casino games, and online money bingo. Licensed competitors can offer these from that date.
The twist: Veikkaus itself will likely apply for a licence to keep competing in these newly-opened categories. So the likely outcome isn’t “Veikkaus disappears from online gambling.” It’s Veikkaus becoming one competitor among several, instead of the only legal option. That shift plays out in the categories it currently has to itself.
Foreign and Offshore Casinos: Is It Legal to Play There Today?
Probably the question that actually brought you here, so let’s be direct.
Using a foreign, unlicensed online casino is not a criminal offence for the individual player, today or historically. Finland has never prosecuted a player for using an offshore site, and that isn’t part of this reform.
What Finland enforces is the operator side. Finland prohibits marketing an unlicensed gambling product to Finnish residents. The National Police Board can order Finnish banks to block payments to gambling companies that break that rule. That payment-blocking regime has run since the start of 2023, not something new tied to 2027.
Why bother, if Veikkaus has a monopoly on paper? Channelisation is the share of Finnish gambling spend that actually flows through the legal domestic channel. It has reportedly fallen from around 90% to roughly 50% over the past decade. That’s the same argument Sweden and Denmark made before their own reforms. The scale of that shift shows up in Veikkaus’s own numbers. Its gross gaming revenue fell from roughly €1.8 billion in 2017 to around €931 million in 2025. A Veikkaus deputy CEO has publicly put the offshore outflow at somewhere between €600–900 million a year. The government has reportedly set a channelisation target of around 90% once the licensed market matures. Once licensed domestic alternatives exist from mid-2027, that may shift. It hasn’t shifted yet.
What Changes for Players From 1 July 2027
From 1 July 2027, multiple licensed operators, not just Veikkaus, compete for Finnish players’ betting, slots, casino, and bingo business. That competition runs under the new Finnish Supervisory Agency.
The big four changes
Marketing gets a lot more restrained. Licensed operators face a “moderate” marketing standard, similar to Sweden’s and Denmark’s post-liberalisation rules. The specifics reported so far are stricter than a lot of coverage suggests. We expect an outright ban on acquisition bonuses aimed at new customers and affiliate marketing, not just “limited.” Only moderate retention bonuses to existing customers look set to survive. The rules cap those at a 5x wagering requirement with uniform terms for all players. Influencer marketing is out entirely. Worth watching closely if you’re used to the aggressive bonus marketing of offshore sites.
Enforcement gets teeth beyond payment blocking. Alongside payment blocking, reports indicate the new Supervisory Agency will gain new powers. These reportedly include IP/DNS-level website-blocking and the ability to order unlicensed content taken down. Reported penalties include fines of up to 4% of turnover, capped at €5 million. In serious cases, the Agency could reportedly have a site’s .fi domain pulled entirely.
Tax applies at the operator level. Licensed operators pay a 22% tax on gross gaming revenue (stakes minus winnings paid out), plus standard corporate income tax. That applies equally to Veikkaus and new licensees, and multiple legal-industry sources confirm it consistently. For players, we expect winnings from a licensed operator to stay tax-free, the same as today. Finland treats winnings from an operator offering games to Finnish players without a licence as taxable income. And unlike normal income tax, you can’t deduct losses on that unlicensed play against it. That’s the tradeoff to weigh once the choice between licensed and offshore actually exists.
Licensed operators reportedly can’t accept crypto payments. More than one independent source now corroborates this, though we haven’t checked it against the Act’s statutory text directly. Treat it as well-sourced but not 100% locked in. One industry commentator flags it as a reason crypto-preferring players might stay offshore even after the reform.
Self-Exclusion and Responsible Gambling in Finland
Today, self-exclusion is only available operator by operator. In practice, that means Veikkaus’s own account tools, since Veikkaus is the only licensed operator.
That will change. The new regime builds in a centralised, cross-operator self-exclusion register (known as “keskitetty pelinestojärjestelmä”). Once running, one exclusion request blocks a player across every licensed operator at once, instead of requiring separate opt-outs. Reported minimum duration for an indefinite exclusion is at least a year. No official source states a standalone launch date for the register separate from the market opening. Since it works by blocking access across licensed operators, it can’t really function before licensed operators exist. The safest read is that it comes online alongside the market on 1 July 2027. But no source spells that out explicitly, as far as we could find.
